GOUVERNEUR — A downstate fugitive was apprehended by St. Lawrence County sheriff’s deputies Tuesday on Scotch Settlement Road.

Deputies said Ceasar Delgado, also known as Ashaun Jones, 33, of Queens, is wanted in Virginia on burglary, grand larceny and conspiracy charges.

He was arraigned before Judge John Riordan and committed to the county jail in Canton without bail.
