A Fort Drum man was arrested early Sunday morning on the Black River Parkway after city police alleged finding him possessing a military wet weather jacket that a city woman reported stolen in her home.

Richard J. Meadows III, 25, was released to Army custody and awaits prosecution in City Court on a charge of fifth-degree criminal possession of stolen property. The theft was reported by Tracey R. Davidson, 497 Newell St., Apt. 204, police said.
