■ CAPE VINCENT — The Town Council will hold a special meeting at 10 a.m. Wednesday at the town offices, Route 12E, to adopt proposed changes in its comprehensive plan and zoning law.

■ LOWVILLE — The Town Council will conduct a special meeting at 10 a.m. Wednesday at the municipal office, 5533 Bostwick St., to hear details from CH4 Biogas about its proposed manure and food-waste digester facility.

■ Representatives of Long Island developer Michael A. Treanor have confirmed they will attend the Watertown City Council work session Aug. 13 to discuss the progress of converting the Woolworth building on Public Square into 60 apartments. The council will meet at 7 p.m. on City Hall’s third floor.
