Man, 71, charged with resisting arrest at the Watertown Elks Club lot

Robert F. Pitcher, 71, of 3420 Flanders Road, Three Mile Bay, was charged by Watertown police at 7:48 p.m. Monday with disorderly conduct and resisting arrest.

It is alleged that he urinated in the parking lot of the Elks Club, 728 Bradley St., in full view of the public, including children who were at an ice cream shop next door to the fraternal lodge. It is further alleged that he pulled away from Officer Mark A. Lamica as the officer tried to place him in handcuffs. Mr. Pitcher was taken to Samaritan Medical Center for unspecified reasons and will answer the charges in City Court.

At the same time, police charged Donald F. Soluri II, 22, of 616 Mundy St., Apt. 2, with obstructing governmental administration. Officer Lamica said in a statement that Mr. Soluri refused to leave the area and advanced upon him and threatened him as he tried to make the arrest in the Elks Club lot. He is due to answer the charge in City Court.
