Ryan D. Monroe, 30, of 1005 Bronson St., was charged by Watertown police Wednesday morning in the 300 block of High Street with seventh-degree criminal possession of a controlled substance and third-degree aggravated unlicensed operation of a motor vehicle.

Police said an officer found Mr. Monroe had a glass vial containing cocaine in his pants pocket.

Mr. Monroe served a prison term after being convicted of attempted third-degree criminal sale of a controlled substance in March 2010 in Jefferson County Court.
