Just a quick item today: Republican congressional candidate Matt Doheny's political donations are again going just outside of New York's 23rd Congressional District, a sign of the intrigue surrounding redistricting.

Mr. Doheny donated $500 on July 18 to Republican Joseph Emanuele III, the former mayor of Amsterdam who is running again in November's election.

Amsterdam is in Montgomery County, just south of Fulton County, where NY-23 ends. NY-23, of course, has to pick up more than 50,000 residents to meet legally required minimums before the November 2012 election. And the only place the district could go (if it's not cannibalized by other districts [unlikely, candidates say]) is south. Say, Montgomery County.

Mr. Doheny has also attended a clambake fundraiser in Onondaga County, where the 23rd District also is not located.

The donations and the visits are a sign of Mr. Doheny's concerted effort at making new friends in places he could, in the future, try to represent in Congress.

Mr. Doheny is likely to face off against Democratic Rep. Bill Owens, D-Plattsburgh.

Mr. Owens hasn't given any statewide donations, according to Board of Elections data.
