CHAUMONT — A Watertown man was charged with second-degree harassment after he allegedly argued with a couple over who had the right of way on Flanders Road in the town of Lyme, state police said.

Robert F. Pitcher, 67, of 953 Morrison Ave., was charged at 8:45 a.m. Wednesday and issued an appearance ticket for Lyme Town Court, police said.
